Kelly Wiltsey, Ed.S., LPC, is a, independently licensed professional counselor (LPC) in West Virginia, a WV certified school counselor, and endorsed in PK-AD educational leadership. She received her Bachelor of Arts degree in Psychology from West Virginia State (College) University, and both her Master of Arts degree in Counseling, and Education Specialist Degree in Counselor Education and Supervision, from Marshall University. She also holds a WV Professional Administrative Certificate for PK-AD from Salem University. She has over 26 years of experience as a professional counselor, much of which was spent in K-12 counselor education and leadership. She is independently licensed in West Virginia (LPC).
Recently Kelly served as the Campus Counselor and Disability/Accessibility Specialist at West Virginia University Parkersburg (WVUP), where she oversaw the Center for Student Support Services and served as the mental health counselor and ADA specialist (2024-2025). Kelly also served as the Coordinator for School Mental Health at the West Virginia Department of Education (WVDE), Office of Federal Programs, Division of Student Support and Well-Being (2019-2024). In this role, she provided technical support and assistance regarding school mental health in West Virginia. She has provided consultation and training on various topics related to mental health and student support including trauma-informed best practices, supporting military students and families, and the role of student support personnel in WV schools.
In her mental health leadership role, Kelly was actively involved in several committees, including the WV Expanded School Mental Health Steering Team, the WV ACEs Coalition, the Legislative ACEs Workgroup HB 4773, the WV Behavioral Health Planning Council, the PFS Advisory Committee, SPF-RX Prevention Committee, and Mental Health Shortages Think Tank. As the director of the counseling center, she was also a member of the Student Success Committee, Retention and Intervention Team, and the Behavior Intervention Team (BIT) at WVUP.

Dr. Kari Mika-Lude oversees strategy and evaluation for The Training Center at Marshall University, and she is also an Assistant Professor (tenure-track) in the Counseling Department. She received her Bachelor of Arts degree in Applied Psychology from the University of Illinois at Chicago, her Master of Arts degree in Counseling Psychology from Adler University in Chicago, and her PhD in Counselor Education and Supervision from Northern Illinois University. She has over 10 years of experience as a professional counselor, much of which was spent in community mental health. She is independently licensed in both West Virginia (LPC) and Illinois (LCPC) and holds addiction counseling credentials in both states. Her primary clinical specialization is trauma, with a focus on first responders, and she is trained in EMDR. In 2018, she founded and now oversees a private group practice, where she provides clinical supervision and consultation services. She has provided consultation on trauma-sensitive screening procedures for the Department of Homeland Security’s Transportation Security Administration. She and her husband, who is a firefighter/EMT, have provided trainings on first responder wellness, PTSD recovery, suicide prevention, and trauma-informed workplaces for police, fire, EMS, and 911/dispatch. Dr. Mika-Lude has also developed and delivered trainings on a variety of topics for both professionals and community members, including psychological disaster preparedness, sexual violence and addiction, intimate partner violence, gatekeeping in counselor education, and more. She serves on the Cabell County Critical Incident Stress Management team and on the Executive Board of the West Virginia Licensed Professional Counselors Association, and she is the current President of the West Virginia Counseling Association (2024-25).

Sydney Casto, M.A. is a dedicated graduate student in the School Psychology program at Marshall University, where she is currently pursuing her Educational Specialist (Ed.S.) degree. She earned her undergraduate degree from West Virginia State University and recently completed her Master of Arts in Psychology. For nearly two years, she has served as a graduate assistant at the WV Behavioral Health Training Center, where she has grown both professionally and personally, deeply valuing the thoughtful work done there. Sydney is passionate about becoming a school psychologist, focusing on psychological assessment, intervention strategies, and supporting students with diverse learning needs.

Kenneth Jordan, AAS, BS, PRSS (he/him)

Kenneth “Kenny” Jordan oversees the Peer Recovery Training Hub at Marshall University. He is a United States Air Force veteran, and his commitment to service has extended beyond the military into his civilian life, as he is now a state-certified Peer Recovery Support Specialist (PRSS) in West Virginia. He earned an Associate of Applied Science degree from BridgeValley Community and Technical College and a Bachelor of Science in Criminal Justice Courts and Legal Studies from West Virginia State University (WVSU). He is now pursuing a Master of Science in Criminal Justice Administration at WVSU. Additionally, Kenny is a certified Adult Mental Health First Aid instructor and a certified QPR (Question, Persuade, Refer) Suicide Prevention instructor.
Outside of his professional roles, Kenny is a proud father of two teenage daughters and a passionate advocate for long-term recovery.
